White Paper on Active Ageing

This document promotes ageing as an opportunity, while empowering older people as social capital that facilitates new forms of economic and social development, placing value on the relational economy (health care support, participation, and volunteering). Furthermore, policies are analysed in the document.
The White Paper on Active Ageing is a technical working document whose purpose is to diagnose the real situation of the elderly in Spain. Based on this, it will be possible to implement policies and direct actions to organise the political, labour, social, economic and cultural space, taking advantage of the wealth of experience, good work and enthusiasm that older people carry. The aim is to promote social policies for the elderly in order to achieve what is established in the Spanish Constitution: the promotion of the rights of equality and solidarity, together with the protection of the welfare of all citizens.
With this White Paper, the Spanish Government aims to respond to the new requirements of the elderly by designing an innovative model for action in terms of public policies aimed at them, among which the field of employment for the elderly should be highlighted.
